rfcmp files in your Packages folder after installing them but then you don't get the benefit of being able to have content updated automatically by the workshop. rfcmp files manually on another hard drive and delete all the. So you must uninstall AND delete to fully remove a piece of content. rfcmp file gets downloaded and then also installed. Downloaded mods take up double space on your hard drive and all workshop mods take up double space as well. Simply deleting them out of the packages folder doesn't uninstall them. Make sure in the lower right of the program window you have your "Working Dir" set to your rFactor 2 installation folder and your "Packages Dir" set to your rFactor 2\Packages folder. You can uninstall AND delete mods with this tool. In "C:\Program Files (x86)\Steam\steamapps\common\rFactor 2\Bin64\ModMgr.exe" or wherever you installed rFactor 2 and this same sub folder, this is a content manager program.
